Sunday, March 29, 2009 – HAPCOA, LA Chapter’s immediate past president Alex Padilla was recently promoted by the Santa Monica Police Department from rank of Lieutenant to Captain.  Congratulations to our long time member and great leader!


Friday, March 27, 2009 - Deputy Chief Phillip L. Sanchez with the Santa Monica Police Department completed a Master of Arts Degree in Homeland Security Studies at the Naval Postgraduate School Center for Homeland Defense and Security in Monterey, California.

Deputy Chief Sanchez has held a number of commands within the Department, including the Office of Operations, the Office of Criminal Investigation, and Internal Affairs. He currently commands the Office of Administrative Services and is responsible for the daily operation of the Department. Sanchez holds a Bachelors Degree in Management from the University of Redlands and is a graduate of the FBI National Academy, Senior Management Institute for Police, and California’s Peace Officers Standard and Training – Command College.   

During the 18-month online and in-residence program, Sanchez collaborated with homeland security officials from across the nation on current policy, strategy, and organizational design challenges. As part of the program curriculum he also completed research papers and wrote a thesis on Information Sharing among Independent Police Departments.

Sanchez was also selected as the winner of the Curtis H. "Butch" Straub Achievement Award.  He was nominated for the award by fellow classmates for his excellent grades, outstanding thesis, and help in providing leadership and energy for the CHDS MA Program.

Deputy Chief Sanchez is a current HAPCOA member and past Vice President.


Tue Feb 10, 2009 - City of New Haven Connecticut is interested in securing the assistance of command-level officers to serve on the interview panel for Police Sergeant written and oral interview examination.


Mon Feb 9, 2009 - Hapcoa National President Hector Hernandez selected as part of the All Time Wrestling Team of the Rocky Mountain Athletic Conference.

Thu Jan 1, 2009 - To maintain better membership records and expedite membership process, HAPCOA has contracted MJF Associates Inc., to assist the executive board in the membership billing process. In addition, HAPCOA will be changing to a calendar year billing cycle starting January 1, 2009. In the next few days, you will receive a billing letter for your membership dues. If you paid after October 1, 2008, please disregard payment, your payment will cover your membership to December 31, 2009. If you paid prior to October 1, 2008 you will be required to pay your dues for 2009 when you receive your billing letter. Regardless of when you pay, you will have a membership card sent to you. We are also providing current and new members with membership cards and new numbers. Thank you for your patience. The price for change sometimes is paid in diligence and patience. Again, welcome to the HAPCOA family.

Expediente Rojo an informative website and forum for communication between the Latino communities and law enforcement agencies, is dedicated to the pursuit of justice and prevention of crime. Sat Mar 15, 2008 - HAPCOA is pleased to announce its 35th Annual National Training Conference to be held in 2008 at San Diego, California. The Conference, which provides a forum for law enforcement, government and corporate officials to learn about ongoing and emerging issues affecting our communities, will open on September 28th, 2008 followed by four days of workshops and events and overlapping opportunities for participants to visit an Exhibitor as well as a Career Fair.
